If Trump's tariffs were ruled illegal, am I entitled to a refund?

No, serious question.
For the last three years or so, Keefe Commissary Network, a company owned by HIG Capital, has raised prices on commissary items in our private prison to abusive levels while claiming that inflation has forced their hand. In the last 14 months, we residents have seen three separate price increases on staple items: ramen noodle soups, fish, and 2 oz. peanut butter packets (colloquially: squeezes).

While we were able to limit menu price increases during contract negotiations over the last two years, the nation has experienced record inflation over the same time. The prices in the new commissary menu are the result of negotiation, the level of inflation and a commitment to provide inmates and their friends and family a variety of products at fair prices.
We engaged an independent, third-party to establish "Fair Market Value" pricing, to ensure that prices offered to the population resemble the pricing typically found in retail locations selling similar single serve items.

Keefe historically blames their price hikes on inflation, of which the tariffs trigger additional inflationary costs for them. Many of our food items are Canadian, according to their packaging, and our government seemingly had it out against our up-globe neighbours.

So, it leads to this curiosity:

If the tariffs were illegal, and refunds become due, when do we prisoners get relief from the abusively high prices, and when do we get refunded for the illegally assessed fees?
After all, here in Florida, most of us prisoners do not make money -- we rely on our loved ones, our circles of care, for each and every cent we spend, so it's really you of the free world who are being illicitly taxed to excess.

Something that makes my mind itch as I consider ideas for improving things around me. :)
